In 2008, the City of Racine received a petition from property owners along Douglas Avenue that requested the creation of a business improvement district for the purposes of redeveloping Douglas Avenue. On October 7, 2008, by Resolution 08-1043, the Common Council approved the creation of the business improvement district and adopted its first-year operating plan (“Plan”) as developed by Racine County Economic Development Corporation in conjunction with the BID proponents. The property owners who previously petitioned for the establishment of the
BID viewed it as a method to improve Douglas Avenue, as outlined in the adopted “Douglas Avenue Revitalization Plan.” These property owners and the BID Board have pledged to work to be fiscally responsible in its management of the BID and to further drive investment along Douglas Avenue for the overall benefit of all BID participants.
